How do you resolve the following error message:

The error message:
The partner transaction manager has disabled its support for remote/network transactions. (Exception from HRESULT: 0x8004D025)
results when the partner on a transaction is not set up to accept remote transaction management. Please visit the post “Network access for Distributed Transaction Manager (MSDTC) has been disabled. Please enable DTC for network access in the security configuration for MSDTC using the Component Services Administrative tool.” to learn more on how to set up the partner computer (the server you are trying to connect to) so that you can do transactions with it.
